turn the adjusting capscrew in until surge is eliminated;
secure with locknut.

Control Rod Adjustment.
(1)
Remove
the
control
rod
from
the
carburetor (par. 106).
(2)
With the governor lever in its normal
position and under spring tension, loosen
the locknut on the control rod and turn in
or out of the ball joint on the governor
lever to increase or decrease the throttle
speed; secure with locknut.
(3)
Install the control rod on the carburetor
(par. 106).
